Instruments bind; guidance explains. Every citation on this site names the registered compilation and the printed page, so you can open the same words and check us. General information only — not legal advice.

Find all three at the Federal Register of Legislation (legislation.gov.au) — search the register ID. Note the coincidence: the Act's C2026C00274 and the Rules' F2026C00274 genuinely share a number on the register; it is not a typo.

Superseded — do not cite as current: Act Compilation No. 61 (C2026C00220, in force 4–30 June 2026 only); AUSTRAC's "Future Law Compilation" (a pre-commencement preview, never authorised law).

2. The guidance layer (explains; does not bind)

  • AUSTRAC — austrac.gov.au: sector starter kits, core guidance, the reporting-entity pages, and the Rules explanatory statements. Read as explanation of the instruments; where guidance and the instruments differ, the instruments control — document any deliberate departure from guidance with reasons.
  • Explanatory Memorandum, AML/CTF Amendment Bill 2024 — Parliament's explanation of the Tranche 2 reforms (the source of the "gatekeeper" framing for the new professions).
  • Ministerial LPP guidelines (s 242A) — a notifiable instrument the Minister may make on privilege claims and LPP forms. Watch item: check the register for this instrument and add its ID here when made.

3. International context (background only)

  • FATF Recommendations (2012, as updated) — the international standards Australia's regime implements; the origin of the "gatekeeper professions" concept.
  • FATF Mutual Evaluation Reports — Australia — the report card that drove Tranche 2.

4. Our own materials

5. How to verify anything on this site (60 seconds)

  1. Take the citation — e.g. s 41(2) · C2026C00274 · p 148.
  2. Open legislation.gov.au and search the register ID (C2026C00274).
  3. Download the authorised PDF; go to printed page 148.
  4. Compare the words. They should match character for character — if they ever don't, tell us, and we'll correct it publicly.

A pinpoint always names the page the quoted words sit on, not the page the section starts on. Long sections run over several pages: s 41 begins on p 146, but s 41(2) — the reporting clocks — is on p 148.
