Three layers — two that bind
Picture a stack. At the base, the Act — passed by Parliament. Sitting on top, the Rules — made under the Act. And beside them, guidance — the helpful explanations. The Act and the Rules bind you. Guidance explains them, but it is not, itself, the law.
The Act — the foundation
The foundation is the Anti-Money Laundering and Counter-Terrorism Financing Act 2006. When this channel quotes it, we quote one exact version — the registered compilation, C2026C00220. That code is doing real work.
